Serial killer Kuroko Komori, who has killed 715 people since childhood, is captured by police. However, since her hometown is overrun by crime, the government decides to pardon her in exchange for her collaboration in the fight against crime: Koumori then agrees to kill the criminals that the police are unable to stop.

During her missions the girl is accompanied by Chiyo Yanaoka, daughter of a well-known yakuza boss, and Hinako Tozakura, an expert in driving cars and other vehicles.
